Russell Burton

Russell Burton is the founder and Managing Director of RAB Consultants Ltd, a specialist flood risk and resilience consultancy established in 2006. With over 25 years in the industry, Russell is an experienced project manager and Flood Risk Management expert, leading projects from local assessments to national resilience initiatives.
He contributed to the development of CIRIA’s Code of Practice for Property Flood Resilience (RP1055) and works with CIWEM to support training aligned with the PFR Code of Practice and BS 851188. Russell is also a co-author of key guidance documents, including ADEPT’s Handbook of Flood Mitigation and the Homeowners Guide to Flood Resilience for the Know Your Flood Risk Campaign. A skilled public speaker and accredited trainer, Russell regularly delivers training, workshops, and emergency exercises to help build capacity across the flood resilience sector.
